The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
Job Description
The mission of MCAH Section is to promote the health and well-being of San Francisco residents of childbearing age, infants, children and adolescents. MCAH focuses on populations at increased risk of adverse health outcomes by virtue of financial, language or cultural barriers, racism, or mental or physical disabilities, including but not limited to women, infants, and children in/out of their homes and communities, most notably Latino and African-American patient populations.

Under general direction, the Nurse Manager has responsibility for leadership, human resources, budget, operations and continuous improvement of their program(s).
Essential Duties
The Nurse Manager (MCAH) performs the following essential job functions:
• Manages nursing care in an assigned area, which may either be a clinical, administrative or community setting; Provide direct care or the supervision of care in various settings, including Public Health clinics
• Develops, implements, and evaluates and reports on the effectiveness of specialized programs in the assigned area utilizing local, State and Federal policies and procedures;
• Gathers, reviews, analyzes, and organizes technical, medical, operating, and statistical data/reports/records and makes recommendations; assists in the preparation and monitoring of budget, contracts, grants and reports;
• Supervises, recruits, selects, assigns, orients, and evaluates Public Health Nurses, health workers, and administrative staff, including students and interns; Ensures that staff has office infrastructure, organizational structure and systems to perform required duties;
• Oversees external and internal systems to ensure timely receipt and disposition of referrals; supports development and maintenance of community referral sources;
• Oversees and ensures timely and accurate data collection, input and reporting and shares appropriately with team and partners;
• Ensures implementation of quality improvement strategies, including but not limited to routine surveillance of client services; AND
• Pursues ongoing personal professional development; Attends training to enhance knowledge on issues pertaining to target population.
MCAH Program-Specific Duties:
• Ensures PHN staff compliance with licensure requirements, professional credentials and
adherence to nursing and ethical standards of practice;
• Assists staff in analyzing complex problems and case situations; Provides coaching and utilizes principles of reflective practice for staff, including but not limited to home visitors; builds and models a strength-based, client-centered culture;
• Assesses and develops effective strategies for professional and general staff development to address knowledge and skill gaps of PHNs, health workers and support staff;
• Provides leadership of MCAH community coalition/advisory board meetings and outreach activities to community stakeholders; Participates and engages in group discussions with community stakeholders and other groups, CBOs, and the general public on matters concerned with the health status of the population and assess needs within the community; Utilizes demographic and bio-statistical data, research, and other information to evaluate public health needs;
• Represents MCAH at State, regional and local meetings.
• The 2322 Nurse Manager (MCAH) performs other related duties as required.
Qualifications
REQUIRED MINIMUM QUALIFICATIONS
1. LICENSE: Possession of a valid, including temporary or interim, California Registered Nurse License issued by the Board of Registered Nursing (BRN); AND
2. CERTIFICATE: Possession of a Public Health Nurse certificate issued by the State
Department of Public Health; AND
3. EDUCATION: Possession of a baccalaureate degree from an accredited college and/or
university in Nursing, Nursing Administration or a closely related field; AND
4. EXPERIENCE: Two (2) years (equivalent to 4,000 hours) of experience as a Registered Nurse in a general acute care hospital, ambulatory clinic, or community/public health setting, including one (1) year (equivalent to 2,000 hours) in a supervisory capacity, within the last five (5) years; AND
5. EXPERIENCE: One (1) year (equivalent to 2,000 hours) of experience in a community or public health setting; OR a Master's Degree in Community Health, Case Management, or Public Health.

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
• Two years of work experience, within the last five (5) years, working in public health program that serves pregnant women, infants, and children
• Two years of supervisory experience supervising nurses, within the last five (5) years
• One year of experience as a nurse serving infants, children, adolescents, and families involved with the child welfare system/foster care
• Six months of experience as a health care provider serving a pregnant and postpartum, diverse population
• Two years of experience in home visiting
• Project development and implementation experience
• Working knowledge of Medi-Cal Federal Financial Participation, e.g., time study
• Experience with budget management
• Demonstrated skill in interdisciplinary collaboration with internal and external stakeholders
• Highly developed oral and written communication skills
• Experience using Life Course Perspective, Social Determinants of Health, Ten Essential Services and Three Core Functions of Public Health to guide work
• Knowledge of Public Health Nurse Competencies
• Computer skills, including Excel and PowerPoint
