New Hire and Employee Referral Incentive
Subject to the applicable section of the CNA MOA 2020-2023, Amendment #5 (Secs. 5001 – 5002):

The County

Health Care Agency
The Health Care Agency is a comprehensive healthcare system that encompasses the Ventura County Medical Center (VCMC), Santa Paula Hospital, 24 primary care clinics, 11 specialty care clinics, the Public Health Department, and the Behavioral Health Department. VCMC is also home to the top-rated (by Doximity and U.S. News & World Report) Family Medicine Residency Program in the United States and achieved an “All Cases” meritorious award for surgical care. It is also a West County Level II Trauma Center.
VCMC is a fully integrated, comprehensive system of hospitals, clinics and specialty services providing access to high quality, compassionate healthcare to residents throughout Ventura County. Referred to as the “safety net” facility, VCMC provides access to all county residents with special emphasis placed on providing healthcare to the underserved and those facing barriers to access.
VCMC is designated a Level II Trauma Center and is known for its extraordinary trauma team of skilled and talented surgeons covering neurosurgery, orthopedics, and general surgery.
What We Offer
The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes:
- Educational Incentive for completion of: 2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree.
- Certification Pay: $0.813 per hour based on scheduled work week hours for each qualified certification up to a maximum of five (5) certifications. - Evening Shift Differential - 7.5%
- Night Shift Differential – 15%
- Weekend Shift Differential - $2.00 per hour
- Continuous County Service Incentive Pay: 1% for 7 years, 1.25% for 12 years and 1.5% for 17 years
- Preceptor Pay – $2.50 per hour
- House Supervisor Pay - $4.00 per hour
- Charge Nurse Premium Pay - $1.50 per hour
- Float Nurse Premium Pay - $2.50 per hour
- In-House Registry Pay:
- Non-overtime is 1.75 straight time base hourly rate
- Overtime is 2 times base pay straight time base hourly rate
- Standby Premium Pay – ¼ of regular hourly wage or Federal minimum wage (whichever is greater)
- Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans.
- Pension Plan: Participation in the County's defined benefit plan.

Distinguishing Characteristics:
The Registered Operating Room Nurse is distinguished from other nursing classifications in that incumbents independently perform professional perioperative nursing work in the intraoperative phase of surgery in a trauma/acute care setting.
Payroll Title: Circulating Operating Room Nurse
DEPARTMENT/AGENCY: Health Care Agency - Ventura County Medical Center and Santa Paula Hospital
Registered Operating Room Nurse is represented by the California Nurses' Association (CNA) and is eligible for overtime compensation.
NOTE: Salary placement will be determined according to the current CNA memorandum of agreement.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies. There are currently six (6) Regular vacancies at the Ventura County Medical Center (VCMC) and two (2) Regular vacancies at Santa Paula Hospital.Duties may include but are not limited to the following:
- Ensures that the surgical room is sterile and safe for the patient and ensures that the sterile field is not compromised during the procedure (including surgical counts, time outs, positioning, and traffic control, and keeping a clutter free environment);
- Leads and coordinates all communications and activities among team members, including using the white board, coordinating the use of equipment, and contacting other providers when services are required, etc.;
- Prepares the patient for the procedure and handles the preparation for the operating room before the surgery takes place (preoperative activities include patient assessment, review of consent and test results, etc.); and communicates with physician on any concerns raised by these activities;
- Assesses the needs of the patient during the procedure and makes changes to the core plan as necessary to ensure the best outcome;
- Collaborates with physicians and other health care professionals; and works with a physician to develop the care plan for the patient during surgery;
- Provides direction to other health care professionals and ancillary staff who are participating in the care of the patient;
- Provides oversight to other operating room personnel;
- May transport specimens that require diagnostic testing to the laboratory; and handles and cares for specimens and appropriately documents the disposition of the specimen;
- Orients qualified candidates and new personnel on hospital policies and procedures; and
- Performs other related duties as required.
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
Graduation from an accredited school of nursing; AND, one (1) year of recent full-time experience in a perioperative setting.
NECESSARY SPECIAL REQUIREMENTS
- Must possess and maintain a current, valid license as a Registered Nurse issued by the State of California
- Must have a current, valid Basic Life Support (BLS/CPR) certification by first day of employment.
- Must be willing and able to take after-hour calls and weekend calls.
DESIRED
A Bachelor of Science degree in Nursing (BSN)
Possession of a Pediatric Advanced Life Support (PALS) certification
Possession of an Advanced Cardiovascular Life Support (ACLS) certification
Possession of a Certified Nurse, Operating Room (CNOR) certification
Possession of a Trauma Nursing Core Course (TNCC) certification
Prior Tier 2 trauma center experience
Knowledge, Skills, and Abilities:
Thorough knowledge of: the theories, techniques, and practices used in advanced nursing care of specialized units, including an acute care operating room; medical terminology; hospital routine and equipment; and medicines and narcotics.
Working knowledge and proficiency with electronic medical records ("EMR") systems.
Skill in: effective leadership, problem solving, collaboration, and communication; strong attention to detail, work in a high-pressure environment, remain calm in a crisis, and handle long, arduous work hours.
